The German firm Ruiji Foreign Firm in Tianjin ordered minting machines and other production equipment from the United States to build a factory on Dajing Road (now Zhongshan Road) in Tianjin. The factory was completed and put into operation in 1905. It was originally named "General Minting Factory of Silver Coins" when it was first established, but was then renamed "Ministry of Revenue Minting Factory". The following year, the Ministry of Revenue was abolished and changed to "Ministry of Finance", and the factory name was changed to "Ministry of Finance Minting Factory".
